Paris, Aug. 18-France today decided to invite the Government of five Western States to join in talks on setting up a Parliament of Europe. This decision, made at a Cabinet meeting with President Vincent Auriol in the chair, was the first move towards this goal made by any nation at a govern- ment level.

France, calling on Britain, Holland, Belgium and Luxembourg to attend a preparatory conference in Brus- sels not later than November, was responding to 'memorandum from the European Unity Co-ordination

Committee sent to all five less than 24 hours ago.

The Commitice was set up nt The Hague Congress Inst May.

The French Foreign Minister, 'M. Robert

Schuman, obtained the Cabinet's support for two steps to be taken before the National Assem- bly adjourns InħAugust for the sum- mer recess.

1.-To Invite the other four nut- tions to the preparatory conference. 2.To Invlle the French National Assembly to name 20 members or prominent people outside Parliament as delegates to the talks.

Fiasco Voting At Danube Conference

Belgrade, Aug. 18-The Danube Conference to- day adopted by seven votes to nothing with the United States, Britain and France, pointedly refusing to vote the convention proposed by Russia to control traffic on that vital central European river.

Each time the vote was taken, the United States Ambassador, Mr Cavendish Cannon raised his hand in abstention. Many of the Eastern bloc did not bother to raise their hands after voting had been going on for a while.

The French delegate, M. Adrian Thierry, at Arst was sitting at the table, but later moved to a seat in the back.

The Americans kept their usual positions at the horseshoe table throughout the afternoon's session.

The Bullish and French cast no votes. Upon the chairman's call for "abstentious" Mr Cannon routinely raised his band as a sign of abstain- Ing.

CAUSTIC COMMENT

Confused Political

Situation

In China

Shanghai, Aug. 19,- A weird air of confusion today hung over the Chinese, mili tary-political scene.

The fitting about of top Chinese officialdom from Generalissimo Chiang Kai-shoke down has left professional observers-both foreign. and China-as well as the nation's press, in a state of uncertainty, which many bellovo can be dispelled only by clarification statement from President Chiang Kai-shek alone.

The uncertainty about what is going on in top-level minds began with the brief vacation visit by President Chiang to Mokanohari. From that visit, where he was met by severn! of the nation's top Onancial and economic advisers, came a welter of rumours that now and denstle steps are being planned for currency reform, budget balanc inft, new taxes and general over-

hauling of the entire finance #true- ture. Among the usuni rumours was one of Cabinet reshuffle.

Nothing has happened yet except the issuance of new bigger denomi- nation Gold Customs Unit currency notes.

Chiang was not alone this time. The United States Ambassador, Dr J. Leighton Stuart, Vico-Admiral Oscar Badger, commander of the West Pacific Fleet, were there. They were entertained by President and Madame Chlang Kai-shek. What they talked about was not made public.
