SPEEDY JUSTICE

1 would like to feel, perhaps it is co already, that the ordinary man in the street in this territory feola con- fident that when he takes his troubles before a court and when he has been taken before a court for something which he has done, he can expect justice and Justice which s free Irom any suspicion of any form i corruption and which is free from any danger of prejudice based on either vace or politics.

I think also that every man in the street feels that he can obtain justice speedily and that its administration is a practical thing.

Now, in the tasks that ile ahead, enough has been shid already to satisfy me that I can expect the Cullest collaboration from the bar- risters and solicitors of this territory. I had very little doubt before I came here that that was the position be- cause the reputation of Hongkong has spread to many other countries which I have had the honour serve.
