BLOCKADE OF BERLIN FICTION Trapped In

CHALLENGED

Intention Of Allied Protest Notes

SOVIET'S “GRAND DESIGN”

London, July 11.-By demanding a full restora- tion of all means of access to Berlin, the Western powers are deliberately challenging the fiction that the blockade was necessary for road and rail re- pairs and the safety exit which it represented for a Soviet compromise.

The Soviet determination to see the Western Powers out of Berlin is dictated by motives which go beyond the German problem. For Moscow, it is increasingly apparent that Berlin is the destined capital of Eastern Germany under Communist rule. This, once firmly established, would enable Russia from Germany, to consider withdrawing her troops doubtless leaving behind a thoroughly efficient police machine to see that the broad policy of Moscow was obediently followed.

This again, combined with strailar move in Vienna and Austria would place the Western Allies in the position of following suit and withdrawing their forces or ac- the political consequences maintaining them in the face of a for simultaneous Soviet proposal evacuation.

One of the main long-term ob- of Russian foreign policy is accelerate the departure of Ameri-

the continent of Europe and, with them, the gradual slackening of American interest and determination in supporting an anti- Communist Western European sociation of powers.

The Danube Conference, opening on July 30 in Belgrade, may well shed some light on the current attl- tude of Russia to the Interests of Austria und Yugoslavia respectively. Austria has been admitted to the Conference
