USSR INVITED TO CONFERENCE OVER TRIESTE

London, Apr. 9.-Britain today invited the Soviet Government to take part in preliminary discussions in Paris next month designed to return the Trieste Free Territory to Italy.

A note, proposing a con- --ference of "the powers principal ly concerned" in the qucation, was sent today to M. George Zarubin, the Soviet Ambassador in London.

The note also urged Russia to agree as promptly ns possible to the proposals made on March 20 by Britain, France and the United States, that the Free Territory of Trieste should be returned to Italy. At the same time, a note informing the Italian Government of the term of the proposal just made to Rusola was sent to the Italian Ambassador In London.
