New Delhi, Nov. 2.-The Dominion of India will hold a referen- dum under international auspices in the State of Kashmir as soon as order is restored, Mr Jawaharlal Nehru, the Prime Minister of India, declared in a broadcast today over the whole All-India Radio network. The Indian Government had promised to keep out invading tribesmen (Afridis, Mahsuds and Waziris had been previously identified) he said, adding: "We shall keep our pledge.”
