CHINESE REDS TRYING TO WIN OVER BUSINESSMEN

BY JOHN RODERICK

Tientsin, Aug. 7-One of the most significant phases of the current Chinese Communist' offensive in North China and Manchuria is the campaign to try and win over important Chinese businessmen and capitalists, many of whom are chafing under government restrictions.

Truman Going To Brazil

Washington, Aug, 7.— President Harry Truman has accepted an invitation to visit Brazil in late August or September.

The White House an. nounces that the President will fly to Rio de Janeiro for a three-day visit and return to the United States on board the battleship USS Missouri.

Press Secretary Charles Ross would not comment when asked whether Pres. Truman will address the Intra-American Security Conference which ôpens in Rio on August 15-As- sociated Press.

I found evidence of this effort) during a recent trip into Man- churia but the real evidenco has cropped up in Tsanghsien, big grain collection centre on the Grand Canal which fell into Communist hands a few weeks ago.

REPORTS OF AGREEMENT

BY SYDNEY CAMPELL Reuter's Financial Editor

London, Aug. 6.-The British Treasury today officially denied a report from Bombay that an interim agreement on India's sterling balance had been reached covering the perlod from July 15 to the end of the year and releasing during that period £60.000.000 of India's sterling balance in freely convertible currency.

Foreign firms have been throttled by import and export restrictions which daily multiply. One big British de- partment store which has served Tientsin for nearly 30 years is, now celling out because the Chinese Na- tional Government will not permit cych the smallest importation of
