Brazilian Communist Party Becoming Force In Country's Politics
The Brazilian Communist Party, which has yet to celebrate its second formal birthday, is making rapid strides to-day, reports Reuter. The best organised political party in the country, bulit around workers whose zeal is unmatched, it polled over half a million votes in the presidential elections, a year ago.
Some observers here believe that this number will be doubled in the state elections to be held in January, 1947.
Brazilian Labour Party and s leader Getulio Vargas, all have contributed to the strengthening of the Com-
munists in Brazil.
Fair Practice In International

Recommendations for the udoption of a code of fair prac tice for international invest ment are contained in a report of the United States Associates of the International Chamber of Commerce, which has recent- ly been made public.

Tacit Understanding
A tact understanding seems to exist between Vargas and Prestes and their respective parties, although Vorgas says that he is sitting on-the fence.
The report, which represents a com- prehensive study of the problem of encouraging the investment of pri vate capital in foreign countries In order to speed recovery and increase productivity, was prepared by a com. the chairmanship
of Warren Lou Pierson, President of the American Cable and Radio Corporation.
It has been approved by the executive committee of United States, Associates and will be submitted as the viewpoint of the delegation re- presenting the United States at the meeting of the Council of the Inter- national Chamber, which will be held in Paris, and at which Winthrop W. Aldrich, chairman of the Chase No- tional Bank and president of the Infernational Chamber, will preside.
