THE POLITICAL AND SECURITY .COM- MITTEE TO-DAY VOTED OVERWHELMINGLY TO RECALL AMBASSADORS AND MINISTERS FROM MADRID, BUT REJECTED BY THE NARROWEST MARGIN THE PROPOSAL FOR -A COMPLETE BREAK WITH THE FRANCO

The vote was 27-7, with 16 abstentions, including the United States and Britain. Russia, China and France.voted for the move, which was a compromise of the proposal to sever diplomatic relations.
