RUSSIA AND BULGARIA Unsatisfactory Sofia Reply To Protest

LONDON, Sept. 17 (UP)— Russia has notified Bulgaria that her reply to Russia's com plaint against the massing of Axis:naval forces in Bulgarian ports is unsatisfactory.

According to the Tass Agency, M. Molotov gave notification to this effect to the Bulgarian Minister, M. Ivan Stamenov, in Moscow.
