LONDON, Aug. 31 (British Wire- less). Regular meetings between re- and presentatives of the Russlan British Trade Unions to be held al- ternately in Moscow and London are recommended in an emergency re-

solution on the international situa- tion to be moved at the Trude Union Congress annual conference at Edinburgh to-morrow by Sir Walter Citrine, the T.U.C..General Secretary.

The resolution, after making re- ference to the fortitude of the British people and welcoming the Atlantic conference, refers at length to Russia. The Congress is asked to support the General Council's de- cision to offer organised collabora tion with the Russian movement and endorse the proposal that an Anglo- Russian Council with an equal num- ber of representatives from each side be formed.

regular meetings, exchange of views

and opinions upon problems with which Trade Unions in each country: have to deal and necord opportunities for un Anglo-Soviet Council to co operate on matters of common con-

cern.

An Important proviso is that there shall be no interference on questions of international policy and crganis3 tion which must remain the exclusive
