SPECIAL TO THE "TELEGRAPH" WASHINGTON, Aug. 8 (UP). Two more high Government officials have left the capital amid rumours of a conference between President Roosevelt and Mr Winston Churchill. They are Mr Sumner Welics, Under- Secretary of State, and Major General James G. Burns, right- hand man to Mr Harry Hopkins.

COLONY'S EXCELLENT FINANCES

The financial returns for the year ending March 31, 1941, have been published and they show that the revenue for that period was $70,176,114 against expenditure, of $64,787,566. Revenue showed a nett increase of $17,475,830 over the preced- ing year.

Apart from n decrease of one million dollars from Land Sales, the revenue bends show ittle differences over 1039-40.

Half the nett increase in revenue was $8,502,729 received from War

WAY Revenue, an item which shown the previous year. The other outstanding item was Dulles which at $18,201,610 represented on increase of over $1,000,000.

On the Expenditure side, the item "ILE. the Governor' amounted to $253,982 compared with $212.283; Charitable Services were $1,658,092 as against $1.402,249; H.K.V.D.C. anl II.K. Naval Volunteer Defence Force requirements were down but Air Rait Precautions received $1,748,203 gninst $875,846 the previous year; Defence Contributions were $71 million, but an estimated experdi- ture of $1,000,000 for "Special War Expenditure" was not used.
