SANTIAGO, Chile. Liberal Chile and Nationalist Spain still find it difficult to get along together. It was barely a year ago they had sharp verbal exchanges and a diplomatic break on differences about ambassadorial asylum. A recent interchange of notes in Santiago dis- closed that, despite Chile's readiness to put trade before ideology, there has been little progress toward establish- ment of enduring confidence between the two countries.
