VICHY, JULY 23 (UP),—THE FRENCH GOVERNMENT SPOKESMAN REVEALED TO-DAY THAT FRANCE HAD AGREED TO THE "TEMPORARY OCCUPATION" BY JAPAN OF STRATEGIC BASES AND AIRFIELDS IN INDO- CHINA.

BERLIN, July 23 (UP)—Informed German sources admit that the Nazi advance on Leningrad has now been slowed down as a result of the Russians hurling huge numbers of men into the battle where the Germans were attempting to break through between the Luga River and Lake Ilmen..
On this front, according to these Berlin sources, German forces are at present trying to work their way around the east side of Lake Ilmen, apparently in order to take Leningrad's de- fences from the south. Storm boats at present are said to be operating on Lake Ilmen itself though operations are limited by Soviet artillery which still dominates the northern and enstern bank of the lake.
