BOMBAY, July 22 (Reuter).--Gandhi în an interview at Wardha told "Reuter's" that the announcement of the expansion of the Viceroy's Executive Council and establishment of the National Defence Council "does not affect the stand taken by Congress nor does it meet the Congress demand."

Replying to a further question, he said: "I can at once say that I have no authority to prevent members of the All-India Congress Committee from doing anything they wish to do. The authority given me by the All-India Congress Committee does not permit my interference with the fullest freedom of its members and in any caso the body that gave me authority can at any time refuse it or withdraw it."
