Sir Hubert Wilkins On JAPANESE
Russia's Man-Power
"Good and solid" is how Yir Hubert Wilkins, the noted explorer, described the Russian man-power when asked for his lews on the Soviet-German confliét bỷ a "Telegraph" reporter. Sir Hubert, who reached Hongkong yesterday in the course of a fact-finding tour of the Far East, bases this opinion on what he knows of the Soviets and their accomplishments, through per- sonal contact and active collaboration, in scientific studies.
Hi at visit to Russin was' in 1938 when he was warmly welcomed by the Soviet authori- ies and had an opportunity to study the results of Arctic research undertaken by Ivan

Soviet explorere.
The Russians, he sate, are a very fable people, intelligent, enthusiastle and resourceful, and he has been by their Impressed immensely achievements in various spheres of activity. particularly 111 nclentine work. Their one fault, He stated, wng that they were at times-inclined to be inconsistent, and therefore it was difficult to forecast the ability to sustain their in!litary effort which, so for, has seemed to be well directed and maintained.
He said that he could not apenk of the actual fighting qualities of the Russian soldiers as he bad not made aotudy of that side of the question, but he could say that in the felt of aviation the Soviet had made great strides and possessed a very advanc ed knowledge. It remained to be seen, he said, how far this know- ledge would be applied with success under conditions of war.
