SPECIAL TO THE "TELEGRAPH” MOSCOW, June 17 (UP).-- Alarmist foreign reports regard- Ing the imminence of conflict be- tween Germany and Russia are not supported by any external evidence in Moscow, which is probably the most calm Euro- pean capital with none of the nervousness that is reflected in the dispatches from the Balkans, Scandinavia or the Near East.
