LONDON, June 12 (Reuter)—A | 'programme of development which will provide "substantial assistance not only to the United Kingdom but to all countries in the Eastern Group" was mentioned in the House of Com mons to-day by the Minister of Supply, Sir Andrew Duncan, report- Ing on the successful mission which led to the establishment of the 50- called Eastern Group Supply Council at the end of last year to
