India's central geographical position, vast and varied na- tural resources, great reser- voir of man-power, and con- siderable industrial equip. ment mark her out as an ideal supply base for all points of strategic consequence from the Middle East to Malaya.

India forms the heart of the British Empire, which from the Cape to New Zealand lies in a vast semi-circle round the South Indian Ocean, embrac- ing population exceeding four-hundred millions and with a foreign trade aggregat- ing annually about £1,300 million,

Effort in Last War

Prior to 1914 this great de- pendency was not expected to send armies to distant coun tries. She had not therefore either the organisation or the equipment for the

purpose.

Her war effort was at every step hampered by her inade- quate industrial equipment. But for all that India stood out at the beginning of the last war as the one portion of the Empire outside

Indeed, she is providing in- dispensible raw materials, man-power and war supplies for the Imperial Forces on an' even, larger scale than Aus- tralia, Her contribution might well prove as important in deciding the outcome of the Battle of the Empire as that of Canada, the Battle of Britain.

military forces will consist of 500,000 fully trained and equipped. men. India, South Africa and Australia are fast becoming so many arsenals and 'bomb- proof bases of supply, cater- Ing to regional defence needs, equipping the expeditionary forces, and supplementing the war effort of the United Kingdom. In this way they relieve the strain laid upon British factories" exposed to enemy air attack and lighten the load on British shipping.'

busy executing British mili- tary orders, Army boots nt 125,000 pairs a month are be- ing turned out for the United Kingdom. Indian tea, is cheer- ing up British homes. Her pig-iron, manganese, chrome, mica, shellac, saltpetre, nuts and oilseeds and textile fibres are feeding Britain's and Al- lied essential industries.

An important point is that her exports of these commodi- ties to the United States and other neutrals are bringing in foreign currency to buy key commodities from extra-Em- pire sources.

India will go. much further before her potential strength as a central arsenal has been fully developed.

To this end the War Sup-- ply Board has made a census of available machine tools to

put them to best use. Stocks of essential, commodities are being accumulated. Training of skilled labour is being pushed forward.

Indian shipyards at Bom- bay and on the Hooghly banks' are constructing small_naval vessels, repairing war ships and building merchant ships. Large numbers of cargo car- riorą will be launched from the Vizagapatam slipways next year. The erection of an aircraft factory

at Ban- gatore, catimated to cost £3.75 million, is being ex- pedited.

Local automobile assemlby plants are being enlarged to turn out 25,000 ̄ ̄ ̄ ̄ad=" ditional vehicles every year. Also, 3,000 armoured vehicles will come out of Indian fac- tories this year.

War Potential

Work on Indian account and orders from Great Britain, Empire countries east of Suez and others, notably Egypt and Iraq, are keeping the ex- panded Indian ordnance fac- torics and arsenals working at full blast. India already makes, or will shortly do so, rifles, machine guns, field ar- tillery, ammunition of all sorts, bombs and loose barrels for A.A. guns as well as a wide range of miscellaneous equipment.

As I write India's war po- tential is gathering strength and momentum. If the ag- gregor statea intend to carry the war castward, the fact that India will be able to sup- ply its own growing military needs as well as those of the Imperial and Allied forces in Asia, Africa, and the Levant -must have a vital influence' on the conduct of the cam- paign.

Moreover, there can be no. doubt that India's war effort will accelerate her indus- trial development permanent- ly, strengthen her ability to provide her own defence, and enable her to take her proper place alongside the Dominions in duo time.
