WASHINGTON, May 29 (UP)-It is reliably stated that President Roosevelt in his fireside speech purposely did not men- tion Japan among the totalitarian Powers because it is felt that the Japanese business classes will not forever submit to the leadership of the military clique and thus, he did not want to offend those Japanese who might materially alter the nation's policy by their own efforts.

This is the first intimation that the Administration

feels substantially hopeful of allenating Japon away from the Axis.
