WASHINGTON, May 15 (UP)-The Senate to-day, by a vote of 59-20, pased the bill authorising President Roosevelt to requisition and use as he sees fit, 84 foreign ships which are immobilised in United States ports, including the French liner Normandic, and 28 Italian and two German vessels.
