WASHINGTON, Apr. 20 (UP).—Jaime A. Zuloaga, Director of Foreign Trade of Columbia, has suggested a tripartite agreement among the United States, Britain and Latin America "to unite all these interests in the pooling of their re- sources for military defence, resources which would be unequalled "either in the economic or military field.
