CAPETOWN, Apr. 0 (Reuter)~ The report of the Commission of In- quiry into the riots in Johannesburg on January 31 and February 1 isst, in which thousands of civilians, soldiers and police were involved following a speech by the leader of the extreme Republican Ossewabran-
