ANKARA, Mar. 24 (UP)—A communique recording the official exchange of Russian and Turkish views amounting to a reciprocal non-aggression declaration is ready to be published in Moscow as soon as both Governments approve the wording. As a result of the premature leakage of information about the exchange, German pressure is being brought on Moscow to prevent publication of the communique, or at least delaying it until after Yugo-Slavia has signed up with the Axis because the Germans fear that it will stiffen Yugo-Slav resistance.
