The Bill MACLEAN authorised the President to immediately transfer 1 to $1,300,000,000 worth of materials now existing in army and navy stocks. Anything beyond this amount must be provided with Congressional appropriations.

Rep. Edward Izne told the "United Press" that he had urged the President to "send the entire $13,000,000,000 worth of materials to Britain to-morrow, if possible. He said we should transfer all the destroyers we can spare, as well as torpedo boats, private yachts and motor boats which the Government has requisitioned.
