Vichy, Mar. 10. The American Ambassador, Ad- miral Leahy, to-day issued a state- ment announcing the arrival of the third foodship within three weeks, but did not state whether It was bringing oatmeal which the British Government refused to allow.

Government arranged recently that an American Red Cress ship, which the British Government agrees to allow to pass through the blockade, should bring to France some bally needed supplies for children and the sick. I am most happy that the ship Cold Harbour, carrying milk, vila- mins, drugs and clothing for tribution through the American Red Cross to French children has arrived at Marseilles and in less than three weeks' time another Red Cross vessel will arrive with additional quantities of foodstuffs, clothing and medical supplies..
