First A. R. P. "Dictator" Resigns

Mr J. E. Arnold James, the Town Clerk of Stepney, E., Was appointed in November Inst civil defence "dictator" of the borough.

Recently it was announced that he had resigned that post.

The Ministry of

Home Security stated that Mr James had asked to be relieved of his duties as A.R.P controllor,

Mr W. Erle Adams, town clerk of Islington, N., had been appointed to exercise those functions.

Mr James became the first civil defence "letator" when the Ministrie of Home Security and Health, under the Defence Regulations, gave him full powers formerly exercised by the Stepney Borough Council Emergency Committee.

Mr James was thus able to take more direct action than was possible beforehand to deal with diiculties as the result of bombing,

fle was a pioneer of the movement for bomb-proof shelters and arranged a transaction for raising the cost of construction without the sanction of the Home Oflee or County Councli

The transaction was upheld by the courts.
