SPECIAL TO THE "TELEGRAPH" TOKYO, Feb. 28 (UP)-Reliable, Japanese sources stated this morning that the Japanese Government is ex- pecting a final reply by midnight to- day from the Vichy Government, which has refused to accept the Japanese mediation plan.
However, it is stated, because of the difference in time the reply might be received to-morrow.
