ISTANBUL, Feb. 23 (Reuter). -Sir Reginald Hoare, former British Ambassador in Bucharest, is leaving here to-- night for Ankara. Sir Reginald, who is on his way to Egypt, is expected to romain one day in the Turkish capital as the guest of the British Ambassador, Sir Hugh Knatchbull-Hugessen.
