SOFIA, FEB. 17 (UP) ——BULGARIA AND TURKEY HAVE SIGNED A JOINT DECLARATION OF NON-AGGRESSION WHICH RELIABLE CENTRAL QUARTERS INTERPRET AS AN IMPLIED PROMISE THAT TURKEY WILL REMAIN NEUTRAL IF GERMan troopS MOVE ACROSS BULGARIA.

It is believed that Turkey, under the terms of the declaration, will not take action unless her own integrity is violated.

The Turko-Bulgarian statement is officially described as a “declara- tion" and not a pact, and it is officially stated that no non-aggression pact, other than the original Turko-Bulgarian pact has recently been signed.
