New Defence Rule

In the afternoon the Colony Com- missioner, Rev. N. V. Halward, gave a talk on the part Rovering had to play and would have to play in the building up of the post-war world. He said that the Moot was a momen tous occasion in the history of Scout- ing in Hongkong. Little over a year ago the World Rover Moot had taken place in Scotland. Rovers of nationalities had been present, and lived together in the spirit and friendship of Scouting. To-day they were, some of them engaged in active warfare against each other.
