nese expansion in the Far East:
They pointed out that collaboration with Canada in the use of Canadian Pacific Coast bases would strengthen the United States Pacifle defence line. extending from Alaska on the north to the Hawaiian Islands in the Pacific and back to the Panama Canal,
Thus, with bases on the Canadian coast, virtually the entire western side of the North American contin- ent would be afforded pro- tection against any attack from the Far East.
A recent report of the influential foreign policy as-
regarding the Ogdensburg, N.Y. confer- ence between Mr. Roosevelt and the Canadian Prime Minister said:
The visit of the board to
sociation the United States and Cana- dian Pacific Coast defence centres enused renewed speculation that the two. nation defence talks may have far-reaching in- fluence on the critical situn- tion in the Far East.

It has been reported on good authority that discus- sions are under way among members of the Board for co-operative use by the United States and Canada' of Canadian and American bases on the west coust, und for the possible expansion of some of these bases.
It was said here that the United States is not seeking to lease Canadian bases, but rather to obtain the right to use such bases on a čo. operative basis with the Dominion forces.
Informed military obser vers believed the United States-Canadian discussions on Pacific defence coupled with current discussions be tween representatives of Australia, New Zealand and the United States are de- finitely a part of the pro- gramme of stiffening United States resistance to Japa-

"The measure is equally. unprecedented in British Empire affairs, in that it brings a dominion into the orbit of Western Hemia- phere diplomacy. It raises the larger issue of Cana- dian-U.S. collaboration in general foreign policy dur- ing and after this war, for the United States is now intimately involved in' the affairs of the British Com-. monwealth, and the extent to which Washington must assume responsibility for policies adopted in Ottawa and London,

burg Conference (between Mr. Roosevelt and the Cana- dian Prime Minister) scems destined to go down as one of the historic moments in both British Empire rela tions and American diplo- macy.
"The Canadian - United States defence discussions, moreover, took place simul- taneously with negotiations between Great Britain and the United States concern- ing the acquisition of naval and air bases in British possessions in the Western Hemisphere, and the trans- fer of 50 over age destroyers to aid in the defence of the British Isles.
"Defence co-operation will erente many new and diffi- cult problems in the rela-
vital decisions regarding its future. It is conceivable that the King and British Government might desire to take refuge in Ottawa in order to continue the war 'from the periphery."
"Canada would then have to decide whether to become the centre of the British- Empire and join with the other dominions in seeking to rescue Britain-a deci- sion which necessarily would be affected to a large extent by the attitude of the United States.
"In case of a British vic- tory or a prolonged stale- mate, on the other hand, Canada's position in the British Commonwealth will probably be greatly on- chanced,"
