WASHINGTON, OCT. 22, (UP).—A FORTNIGHT. AGO GER- MANY. OFFERED FRANCE A FINAL PEACE. SETTLEMENT IF THE LATTER WOULD PARTICIPATE IN THE WAR AGAINST BRITAIN, ACCORDING TO INFORMATION REACHING A DIPLOMATIC SOURCE HERE.

Italian Warship Blown Up In Red Sea

LONDON, OCT. 22, (REUTER). THE ITALIAN DESTROYER FRANCESCO NULLO WAS FORCED AGROUND AND WAS BLOWN UP BY A TORPEDO FIRED from his maJESTY'S DESTROYER KIM- BERLEY IN A. SPIRITED ACTION IN THE RED SEA.

This was revealed in an Admiralty communique issued to-night, giving an entirely different complexion to the action as reported by Rome.

During the night of October 20, relates the Admiralty, one of our convoys in the Red Sea was attacked by two Italian destroyers who fired tor- pedoes at escorting vessels and shelled the convoy.

Our escorting ›vessels immediately opened fire on the enemy and gave chase. Contact was temporarily lost but H.M.S. Kim- berley, commanded by Lieut.-Cmdr. J. S. M. Richardson, R.N., regained touch at daylight and, engaged one enemy destroyer Identified as the Francesco Nullo. Far East Evacuees & Shipping Rates

Washington Investigation

WASHINGTON, Oct. 22 (UP).—Government officials to-day said that the question of rates for the evacuation of Americans from the Far East is still under consideration between the Goy ernment and the shipping companies, but at present it is not likely that the rates can be reduced much, if any, on account of the high expense of the voyage. They said the ships will be operated at a loss even at the present rates.

French Building Fortifications Close To The Thailand Border

BANGKOK, Oct. 22 (UP)—Travellers from Ankor Vat report that the French are rapidly building strong frontier fortifications and are blockading all roads.

They drew attention to the fact that the vessels have been withdrawn from their regular runs to make a special trip without much, if any, freight revenues which normally help to sustain the costs. The vessels will make a two-way trip without much freight and passengers-fares, certainly less than enough to pay the costs.
