BELGRADE, Oct. 21 (UP).—Russia has sent two notes to Germany protesting against the military occupation of Rumania, according to reports reaching sources close to the Yugo-Slavian Government.

It is stated that the protests claimed that the occupation of Rumania violated a German agreement with Russia. The agreement provides that Germany should only enjoy economic penetration into Rumania.

The German reply is reporteri
