In a letter, which was read to the Senute, the President said that these men would be returned to elvilian life when they had been sufficiently trained to handle the most modern equipment.

President Roosevelt recalled that he recently asked Congress 10 au thorise him to order out the National Guard when necessary, but he did not consider this power sul- ficient.
