Eire is

Neutral

(In its own)

sort of way)

IN war, as in peace, Ireland is a country divided against itself. Northern Ireland, Six counties

that is have joined in the fight against Nazi Germany; the twenty- six counties that make up Eire are neutral.

Shortly before the outbreak of war the German Minister in Dublin, Dr. Eduard Hempel, assured Mr. de Valera, Eire's

· Prime Minister and Minister for External Affairs, that if Germany should be in- volved in a European war the German Government would respect Eire's neutra- lity, and Mr. de Valera in reply informed Dr. Hempel that his Government wished to remain at peace with Germany as with all other powers.

Thus it happens that there is still a German Legation in Dublin No. 68, Northumber- land Road-above whose por- tico in flown the swastika flag of the Nazi Reich,

In Elre, on the other hand, no British uniforms are allowed to ap- pear in the streets and no recruit- ing for the British armed forces is officially permitted-although ne difficulties are placed in the way of the young men of Elre who cross the Trish Sen with a view to en- isting In the Royal Navy, the Army, of the R.A.F.

In the last war Ireland was gar- risoned by a larga army of British troops, who had to face not only the threat of n possible German

At the same time, Mr. de Valern would probably be the Best to nd- mit that if the Royal Navy were severely crippled Ireland could not fong continue to be that "sovereign state" Independent democratic which its constitution affirms it to be. Elre's Permanent Defence Force consists of 590 oleers und 5,500 N.C.O.s and men with a re- serve of 234 officers, $,750 N.C.O.S and men, and a Volunteer Force of 300 officers and 15,000 N.C.Os and

nien.

All men between the ages of 18 and 25 years are required to com- plete a period of initial training with the Permanent Force, followed by a period of annual training in camp. Altogether Edre might be able to put into the field an army of some 40,000 men, which would be, of course, entirely in- adequate for defence against ony invasion by a great power, and might seem to be hardly sufficient

to prevent the utilisation of the country's consta by enemy sub- marines and acroplanes.

If Ireland depends for her pro- tection upon Britain's navy, it is also true that a very large per- centage of her population depend. for their livelihood on the British market. In spite of Mr. de Va- lera's efforts to make Etre largely self-supporting and to give as much employment as possible of a varied character to the Irish people, Ireland and Britain are, economie- ally speaking, mutually Tependent:
