MR. HULL WANTS A COLLECTIVE TRUSTEESHIP
HAVANA, July 22 (Reuter)--Mr. Cordell Hull, United States Secretary of State, addressing the Pan-American Con- ference to-day said that the United States Government endorses the suggestion that all American Republics should establish a collective trusteeship over European possessions in the western hemisphere.
"We have no desire to absorb these possessions or extend our sovereignty over them, or in-l clude them in any form of sphere of influence; but we couldn't permit these regions to. become subject to barter in a settlement of European differen- ces or the battleground for ad- justment of auch differences.
"Either alluation could only bel regarded as a threat to the peace. and safety of this hemisphere, us would any indication that they might be used to promate systems similar to the inter-American system. Any effort, therefore, to modify the ex- isting status of there areas-whether by cession, transfer or any Impair-

hitherto exercised-will be of pro-; found Immediate concern to all American republics. It is necord- ingly essential that we consider. a joint approuch to this common pro- blem. We must be in a position to move rapidly and unhesitatingly."
