The following Rules will govern the Competition:
1-The Competition is confined ex- clusively to amateur photo- Kraphers
-No employee or member of any Arm in the photographle trade is permitted to compete,
a-The prizes will be awarded to the competitors sending in what are adjudged to be the best photo- graphs in each Section. Each entry must be accompanied by a form which will be publied during the period at the Com- petition, and which mut be pasted on back of entry.

Both China And Japan Peeved With Council
Shanghal, July 3. Criticism of the Municipal Council for refusing to recognise the Japan- ese-sponsored City Government of Greater Shanghai was velced by 1 Japanese Embassy spokesman to- night. He referred to the Council's decision to hand
over
the Land Bureau title deeds through the Ja- panese Consul-General, "saying this was apparently being done as the Council did not recognise the City Government.
In his personal opinion, the spokes-
man said, the refusal of the Counelt 1000 to state that the handing over was actually to the City Government was ridiculous.
"There are various other questions It has been found impossible to solve because of this situation," he said. "Many other people in Shanghai also refuse to recognise that Shanghal Is no langer under the actual jurisdic- tion of the Chungking authorities. The Council and many others are living in a sort of fairyland.
