BILL
Provisions Explained
To Commons
LONDON, May 22 (Reuter), -Sir John Anderson moved the second reading of the Treachery Bill in the House of Commons to-day.

Sir John explained that the Bill was designed to regularise the legal position and to fill some possible loopholes in the existing emergency legislation,
One important point was that it was though! desirable to make a provision to enable enemy allens to be by court irled in puitable cuses martials.
Trial By Jury Any Brillah subject or neutral allen, however, would retain the right to trial by jury.

Blank Cheque For Japan
Germany And The Dutch E.l.
LONDON, May 23 (Reuter)-The Tokyo correspondent of the "Times" states Bat Dr. Ott, the German Am- bassador, yesterday informed Mr. Acita that the German Government "are not interested in the Dutch East Indies problem."
The statement was made in answer to the Japanese declaration on May 11.
The rowspaper "Kokumin Shim- bun" Interprets the reply, as being a "blank power of attorney." On Its face, the German declaration conveys firstly, that Germany walves any claim to the Dutch Indles which might arise from the German con- quest
of Holland.
Secondly, she agrees to any action
take. Japan implications of this declara. tion go much further than a straight forward reply to the Japanese state- ment required.
