CHARGING HANDICAPS AND ENTRIES
"Capt. Foster" Selects The Following:
SELECTIONS BY "EARLY BIRD”
ONE OF THE MOST IMPORTANT and which has the biggest effect on local soccer, is the rule relating to shoulder charging. Charging, in especial the goalkeepers, is resorted to much more frequently these past weeks than I havo by "Early known before, and in every case of charging the Post: goalkeepers, the charger was penalised, even with the goalkeeper holding the ball.
According to the wording of the rule book, under the heading "Fouls and Misconduct," it is stated: "Charging is permissible so long as, in the opinion of the referee, it is fair, and the players concerned are attempting to play the ball"; and, in respect to goalkeepers: "A player shall be penalised if he intentionally charges the goalkeeper except when he (the goalkeeper) is holding the ball, or is wilfully obstructing an opponent.
It is not for me to decide what those words mean, or, how It is intended that they should be interpreted by referees, but some referees have treated cases
of charging with a great amount Whatever of circumspection.
the rights or wrongs of such a course of action-and I repeat not setting up in (izat 1 am business as a football law inter- preter-I think it will be agreed that it is just as well that the question is brought to the fore.)
For the betterment of relations all round, a clear-cut charging rule, in- terpreted by all referees in the same way, must be given.
After all, the use of the shoulder charge In football is an important) part of the game. There are some who would take the charge out of football completely, arguing that to stop charging would lead to an In- crease of skill in ball play: That is probably true. It would be much Casier to work out a schone ackord- ing to plan, if the opponent were not allowed to use his shoulders to put you off the ball,
SUBSTITUTES
FOR DERBY
AND OAKS.
LONDON, Feb. 16 (UP) ~~The Jockey Club have announced that substitute for the classica, Derby and the Oaks, for 1040 will be a two-day meeting, which shall, if possible, be run at Newbury on June 12 and 13. Entries, there- fore, close on February 27.
Should the race track-at Now- bury be unavailable, the races will be held at Newmarket,
pretations can be placed on these words, and I have witnessed many appeals. and sometimes arguments between referees and players, on the strength of the words as found in the Laws. At what distance away from the ball can players be satd to be attempting to play 17
On the other hand-this would be an argument in favour it is urged that the shoulder charge is what is called the pufety valve of football. Referees who are strict about the If man is going full speed after ball, which Is a dozen yards charge, penalising it it is at all the

Dorby Sweep Sales Mount To 670,000
At the close yesterday, the Hongkong Jockey Club had sold 660,800 tickets in the Hongkong Derby Sweepstake. By 9.15 this morning. 15 minutes after opening, the sales had reached 671,000.
There is a terrific rush at Exchange Building, possibly because the office closes at 10 a.m. owing to the races, or because of rumours circulating that the sweep. is to close at 700,000.
Enquiries at the Jockey Club office this morning, reveal that the rumours are unfounded, and that the sweep is going on and on.
