Hitler Hopes For 'Peace' Without

A

Big

Offensive

FUTURE PLANS.

He has for the first time given his advisers to understand that he fears to launch an offensive in the West. Ho is now inclinad to listen to those who urge him to remain on the defensive-for years, if necessary. But this new plan, like others, will fail. WHILE German. threats to Britain are still unexécuted the Reich, in the last few weeks, has suffered a succession of selbacks of all

kinds the Anglo-French-Turkish Paci, Papal Encyclical, raising of the U.S. arms em- bargo, spenches by Malotov and Voroshilav affirming once more that the Soviet Union will not give the Reich military or material support, also that the Kremlin officially numbers Ger- many among the capitalist States it wishes to

oppose.

The effect on the Fuhrer of this series of defents can be gauged by reports I have received from neutral coun- tries, sald Madame Tabouls.

The war plans for the West we have heard so much

about have undergone considerable changes.

It seems that the Fuhrer, while adopting towards Holland a similar attitude to that adopted by the Soviet to the Baltic States, now wishes to prepare his generals for a new plan.

This is of much Interest to us, especially after the Fuhrer's Munich speech, in which he admitted Germany was preparing for a five-years war-this being a public avowal of the failure of that "Blitzkreig" by means of which he promised his people victory over the demo- cracies in less than six months.

IF AN OFFENSIVE FAILED

A few days ago, at a Council of War attended by the Fuhrer, some Relchweltr chiefs and most of the Nazi Grand Council, General Reichenau spoke en "the caph- city of Germany's resistance in case at fallure of an offensive in the West," in the course of which the Fuhrer ceveral times expressed approval by voice and gesture.

Reichenau remarked that the discussion was taking place in the presence of the Fuhrer himself and dignitaries of the regime and army, and was therefore absolutely official and nuthorised. Otherwise a discussion of this nature would necessarily be considered a manifestation: of "high treason.”

He declared, in the case of failure of a Western offensive, the situation would not be so desperate as certain Reich pessimists liked to say. Such failure, moreover, would be possible only if the Relch deelded to latinel a gen- eral attack in the West, which was not the ense at present.

He pointed out that before this would fake place indus- trial and agricultural reorganisation of the Relch would be completed, and the entire industrial system trang- ferred from the left bank of the Rhine and exposed regions of the right bank to the well-protected hinter- land-especially the north-east and south-east regions of the Relch.

Consequently if, starting next spring, the Reich evacunted the lof bank-temporarily, of course-they could be absolutely certain the country's wur economy would suffer no liner.

PEACE-ON CONDITIONS He went on to show how such evacuation could be car- ried out without weakening the country's capacity for reaintance.

The German armies could withdraw to the other ride of the Rhine and remain there on the defensive for years. Reichenau explained at length that such a defensive would inck all danger. This plan had been suggested by a group of German officers to Ludendorft in 1918, but the Kaiser had not dared to adopt It because the economic portion thereby would have been greatly weakened.

Reichenau continued that it the German armies ever did carry out such a withdrawal it should not affect the position of the Nazi regiune.

With forcer established in this defensive position the Nazi Government would necept peace only on condition the Third Reich maintained the frontiers ns existing in Autumn 1030, and also is Nazi regime, The Fuhrer agreed also when Relehenau stated that it such a withdrawal was carried out the chances of obtaining from the democracies a real "German peace" demanded by the Fuhrer would continually increase.
