One is constantly asked why there has hitherto been no whole-henried air action by the bomber forces of either side. As regards our own) reasons we cannot go beyond what the Prime Minister sald in his broadcast recently. Our bomberi force will be used at the proper time!

that is to say, when it can be used with the realest effect.

A bomber force is a sort of general] reserve and is the most flexible of all arms. When a land battle is in progress Its proper function is to attack the boek areas of the enemy's army and bumper the moving up of reinforcement ntid munitions. It can'at a moment's notice be switched over to attack factories and indus- trial areas. It can help the fleet, os, the RA.F. did when it ralded Wilhelmshaven and badly damaged the Grif Spec, und as the Germana tried to do when they ralded the Firth of Forth.

Our own bomber force, already stronit, grows stronger every day as the factories turn out more machines and the training schools turn out more crews. When the time comes to use it it will be a very formidabis striking-force---

The German Air Force

As for the Germans' abstention from mass attacks on Britain and France, one can only make conjec-| tures. But it is remarkable that, whereas the German Navy has abandoned all the rules of civilised warfare, the German Air Force has hitherto scrupulously respected them -since, the end of the Polish cam- paign, apart from the dropping of mines by parachute. There have been no attempts to bomb residential areas, and in the raids on convoya the bombs have almost certainly been aimed at the naval escort ships quite legitimate targets-and not at the merchantmen.

It may be that the German authorities are fully alive to the' vulnerability of their country. The Ruhr, for inslunce, on which about 60 per cent of Gerinan heavy indus- tries are based, is very vulnerable; and I may be that so far the Ger mans have shrunk from provoking a great competition in bombing prac;

lice.

Inferior Equipment

They may conceivably also be restrained by tactical considerations, There is not the least doubt that in both bombers and fighters the Ger- man Air Force is less well equipped than the R.A.F. Taking bombers first, we have adopted" the policy that bombers must be able to defend themselves, and, realising the dit- fculty of holding a machine-gunj steady in the rush of air at the pre- sent speeds of aircraft, we have fitted our bombers with gun turreta which are operated by the power of the engines, so that the gunner can awing his gun and himself in any direction without exertion.

The German bombers have not Fot power-operated turrets. They drekded that bombers must rely on speed and evasion, and they have been proved wrong. They cannot bent off our fighters, while bombers have frequently driven off Gemin fghters and have some-

imes shot them down.

In fighters also we have a clear suvantoge, Our eight-gun Nghters have been a great success, grenter even than we had hoped. The Ger man Sghters have only four guns, Moreover, since the

French cap tured Messerschmitt 109 and tested it in mock combat against their own machines we have learni that it is a bad aeroplane. Both the Curtiss and the Morano proved their} auperiority to the Messerschmitt, and] we know that the Hurricane la better! than "oliher of the French fighters.}} All these conskierations may well give pause to Field Marshal Goering.
