One lo constantly asked why there has hitherto been no wisole-hearted air action by the bomber forces of either side. As regards our own reasons we cannot go beyond whist the Prime Minister said in his broadcast recently, Our bomber force will be used at the proper time that is to say, when it can be used with the greatest effect.

When a land battle is in progress its proper function is to attack the back areas of the enemy's army and hamper the moving up of reinforcement and munitions.
