CONVENED AT THE PALACE OF VENICE AT TEN O'CLOCK LAST NIGHT.

Twenty-four Black Shirt leaders who are attending the meeting will, it is believed, decide the gravest issue which Italy has faced since Signor Mussolini came to power.
Their decision will have weighty consequences, not only for Italy, but for the rest of the world-for Great Britain, Francè, Germany, Fin- land, Russia and particularly for the group of small Balkan countries who are believed to be trembling beneath the threats of Soviet expansion.
