LONDON, NOV. 27 (UP)~~A CIRCULAR COMMUNICATION WILL BE MADE BY THE BRITISH GOVERNMENT TO NEUTRAL COUNTRIES THROUGH THEIR RESPECTIVE EN VOYS IN LONDON, PROBABLY ON TUESDAY, SIMULTANEOUSLY WITH THE ISSUANCE OF THE ORDER-IN- COUNCIL REGARDING THE EMBARGO ON GERMAN EXPORTS.

It has been emphasised that the Order-in-Council has paid close attention to the interests of neutral Powers, and that Britain will net in such a manner as to interfere as little as possi- ble with neutral trade "while Laking adequate measures to penulise Germany for the wan- ton and illegal methods of war- fare in which she has been show- ing complete disregard for the safety of shipping and human life either belligerents or neu- trals."

STOCKHOLM. Nov. 27 (UF). -The Social Democrat maga- zine "Tiden" xfates that there are now 38 Swedish ships being detained in German ports, and through the contesband control, 15 Swedish vessels ASC British ports, and one in French port.
