Chinese Plan To Safeguard Factories
"National The Hongkong Times" correspondent in Chung- king reports that the National Government will shortly appro- priate a sum of $50,000,000 for the insurance of factories in the southwest against air attacks.
The proposal for lasurance of factories against alr attacks, the correspondent reparts, was first ad- vanced by the Government's Factory Removal Commission at Chingking to the People's Political Council in it The recent third plenary session. proposal received hot debate in the Council but was Anally referred to the Executive Yuan for action.

Those opposed to the ideo, how- over, were of the view that if factories were accorded insurance facilities, traders and farmers would ask for the same protection. Factories, moro- over, should bear the same risk a soldiers at the front and civilians in the rear, who, are also exposed to air bombings.
The opposing views were finally
