MOSCOW, OCT. 6 (UP).—COMPETENT SOURCES IN MOSCOW CLAIM THAT TURKEY HAS REFUSED ΤΟ PROMISE TURKISH NEUTRALITY IN THE EUROPEAN WAR IF EITHER RUSSIA OR ITALY ARE. INVOLVED ON THE SIDE OF GERMANY.

It is believed that the Soviet is now attempt- ing to obtain from Turkey a guarantee that the Dardanelles will be neutralised if Russia is involved in war.

Russia is also thought to be seeking a Pact of Mutual Assistance.

It is claimed here that such a pact would not be inconsistent with Turkey's obligations to Great Britain and France under the re- cently arranged Pacts of Assistance with those two Powers.
