LONDON, Oct. 2 (UP). The "Exchange Telegraph" reports from Tallinn,_the_capital of Estonia: “It is the general opinion here that Latvia's time has come."

Latvia is sending a trade delegation to Moscow within the next few days as a result of demands from the Soviet,

The Russian demands are understood to include a non-aggression pact and the right for Soviet warships and Soviet soldiers to garrison the town of Libau.

The despatch also states that twenty divisions of Soviet troops were recently stationed on the Estonian frontier have now been moved to the Latvian frontier.
