Disarmament Conference

WASHINGTON, Aug. (Reuter)—ASKED 10-day whe tter either Britain or France during the Dant week had invited the United States to participate in a conference for disarmament and the re-dis tribution of raw materiais, Mr. Sumner Welles, Acting Secrel- ary of State, replied emphatical- ly that no approaches had been made either directly or indirect- ly.

The question was prompted by widespread reports in the American Press of an alleged appeasement plan said to have been concocted by Count Clano, Italian Foreign Minister, and Herr von Ribbentrop, German Foreign Minister, during their week-end talks at Balzburg. Informed quarters here are in- clined to give credence to Press assertions that the Salzburg conversations led to the con conven clusion that Danzig was not worth a war.

Reports that Signor Mussolini desired an Anglo-Frenchi-f"olisti conference with the Axis for a settlement of all problems, is characterised as merely the old four-l'ower formula with the victims invited this lime for ap-

There is confidence here that the allies, with Russian assis- fance, are probably now in a position to reject firmly all such one-sided approaches,
