General Franco, according to the paper, declared that he was prepared to restore a monarchy in Spain on condition that ex- King Alfonso would recognize the National Phalangist Council as the supreme authority in the country.

The Duke replied that the former monarch could not agree to be deprived of his royal prerogatives, particularly the tradi- tional right to convoke or dissolve Parliament, He indicated that ex-King Alfonso would return to Spain only if the people of the country showed in a plebiscite that they desired his presence.

During the conference, General Jordana attempted to con- ciliate the two viewpoints, and finally suggested that the ex-, King should abdicate in favour of his son Don Juan. The Duke answered that Don Juan was as determined as his father to main- tain the royal prerogatives of the Spanish Crown.
