When all sides are fully armed, there is always a possi- bility of an explosion, not intended by anybody, declares the paper.
The mobilisation of huge military forces, therefore, has tended to increase the danger of war, but it does not, on tho other hand, altogether exclude the possibility of peace being preserved..
